The "Respec" overlay is only in the rawgit versions, it is not in the w3c.github.io official editors' draft nor the official working draft. If I get the concern from Alastair's image, I can say that the spec status background image, and the overlay with those arrowy thingys are present in the official drafts. They are required elements of the official W3C TR design. Issues on those features should be raised at https://github.com/w3c/tr-design/issues.
