Missing exception? (was RE: CFC - Target Size AA and AAA, and comment responses)

What happened to the “A mechanism is available to change the size of the target independent of the level of page magnification” exception?

I can live with it... and wonder if requiring all drop down mega menus to have links 22px high regardless of number of links may cause push back.
