I think we’re agreeing on the goal, but having different interpretations of the SC text.

I read the SC text to mean that having moved the focus to the drop-down, “m” would be a single character shortcut, therefore would be banned without the exception. There are other ways of moving the focus, so it isn’t clear.

If that short-cut applied anywhere on the page, I don’t think that falls under the exception. You would have to be focused on the menu first, then be able to use a single letter shortcut.
