CFC - Change "OR" to "AND" to fix original intention

Call For Consensus — ends Monday October 23rd at 2:30pm Boston time.

The Working Group has discussed a response to a comment about the “Purpose of Controls” SC (SC: https://www.w3.org/TR/WCAG21/#purpose-of-controls Issue: https://github.com/w3c/wcag21/issues/405). The non-editorial aspect of the change is to change the “or” to “and”. This issue response was surveyed (https://www.w3.org/2002/09/wbs/35422/Oct_17th_agwg/results#xcorrect) and the Working Group felt that all comments related to the specific issue were addressed.
