In response to a WG member comment (https://github.com/w3c/wcag21/issues/379) the Working Group surveyed a response (https://www.w3.org/2002/09/wbs/35422/resolvingissues1/results#xq2) and determined that moving the Accidental Activation SC to the Pointer Accessible guideline was appropriate.
