Action item to show SCs ordered by guideline and Level but not SC#

This model leads with the handle.
The numbers are now deemphasized to become IDs rather than Outline mode
which is in 2.0.
Practically speaking that means the IDs would probably move to the right
side of the SC rather than being in front of the short handle. All the WCAG
2.0 SC 3s remain even the AAAs
