The SC, taken as a whole, addresses the concern that people might want to say that users can reposition a tooltip by moving the pointer to a different spot on the trigger since the support required for keyboard users is one of the requirements here and if you have information only available on hover then you will run afoul of 2.1.1. [Steve] I commented in more detail on GitHub… How does that address the user need of seeing the trigger? It needs to be able to be moved off the trigger to meet the user need, which I stated in my proposed edit. And the need for saying that a pointer location cannot be required is also not addressed. Talking about keyboard focus in that situation reinforces that need since hover and focus could call different functions.
