If you are treating  groups differently  to  increase equality,  however you choose  to define it,  that's acting on the principles of Equality of Outcome.   Otherwise, you'd treat  everyone  the same, which would keep inequality as it is currently, seeing as you haven't changed  anything, or  potentially worse.
