I think this is interesting. Currently, we don’t explicitly address natural language dialog systems or spoken interfaces more generally, at all. It would be a worthwhile exercise to look at WCAG as a whole to find out how well it applies to a speech interface, and wehther any assumptions about the primary user interface being graphical have found their way into the success criteria.
