RE: Rolling the personalization SC into 4.1.2

The related issue that I didn’t have time to discuss in my contribution toward the end of the meeting is the need to clarify what is needed that isn’t already addressed by 4.1.2 and 1.3.1. Expanding 4.1.2 is a reasonable approach, at least in the abstract, but a precise statement of what authors have to provide is essential.

The proposed definition of “contextual information” is too broad and too vague. The terms used in the definition aren’t clarified , and nowhere is it stated whether all need to be satisfied or only some (and, in the latter case, which ones).

I have strong concerns about the “programmatically available” proposal, understood as not requiring the means of supplying the information (e.g., metadata) to be accessibility-supported. I think authorial effort should be devoted as a first priority to features that concretely benefit users, not to including metadata or other markup that might, but might not, confer accessibility improvements some day. If such a proposal is included in WCAG, it belongs at Level AAA.

I thought pertinent to that conversation is the early COGA proposal to modify 4.1.2, which was done in conjunction with Rich Schwerdtfeger.
