Question: description of scope attribute in HTML5

Refer to HTML5 specs for 'scope attribute:
"The row state means the header cell applies to some of the subsequent cells in the same row(s)
The column state means the header cell applies to some of the subsequent cells in the same column(s)".

Can someone explain the significance of the word "some of " in the phrase "some of the subsequent cells"?

How are user agents and AT to interpret this?
