Hi WCAG,

Several of us met to discuss SC for metadata for WCAG 2.1 today.

Here is our proposed language to get started:

Accessibility Metadata is provided which describes the accessibility characteristics of the content using an openly published vocabulary. At a minimum this is a machine readable description either on the page or referenced from the set of pages to which it applies. A human readable summary may also be provided.

We will meet again to define Accessibility Metadata. Define Openly-published vocabulary and create examples. Katie and Liddie will also work on editing Appendix C.

David Macdonald is adding an issue to GitHub as well.
