I may have missed some of the discussion, but I thought that in the end 
that was not an impossibility? I thought the idea was that anything that 
passes 2.1 should be backwards-compatible and pass 2.0, not the other 
way around? In which case extending 1.4.3 to explicitly mention more 
elements would satisfy this?
