Might I suggest then — that the group proceed without the pressure of an absolute deadline to create the best guidelines they can?   (For both 2.1 and other) 

I will go out on a limb and say that I think (my opinion)
That it is unlikely that the Access Board would change its regulations every two years.  
That it is more likely that they would be inclined to change from what they have adopted (at any point) to something else if there was a good solid new version that had broad support.
