How about this for WCAG2.1
2.4.4 Link Purpose (In Context): The purpose of each link can be determined from the link text alone or from the link text together with its programmatically determined link context, or from its Accessible Name except where the purpose of the link would be ambiguous to users in general. (Level A)
[Jason] Are you suggesting that the programmatically determined link context doesn’t include the accessible name already?
It seems to depend on what you regard as the text of a link for purposes of the definition of “programmatically determined link context”. If the text includes any aria-label, for instance, or similar construct, then the definition is fine as is. If you think it’s unclear, then it would be better to improve the definition and to leave the text of the SC unchanged.
