- we need to have something more concrete and testable  — WITHOUT the author having to make an assumption about screen size, pixels etc.

- also — if we go with Jason’s suggestion that it exclude things that cannot be wrapped — we need to clearly and objectively define what that is.   Many authors would say (inaccurately) that their site cannot be wrapped and still make sense - or work.    (Well — maybe it is accurate the way they programmed it — but I meant no accurate for the type of info they are presenting. )    But for others it is true — it can’t be wrapped - or made to be functional without horizontal scrolling  (panning) .        I can’t figure out how to define the  line…..     examples doesnt cut it.

Resizing with assistive technology presumably doesn't affect the layout, since screen magnifiers are transparent to the code and styles running in the user agent. Thus I'm not sure in what circumstances your issue occurs.
