I think we have to decide if the link at the bottom of the page to a desktop view, or a desktop site is ok with us for 2.1, currently in WCAG 2.0 it is OK.
[Jason] It might be acceptable at Level A, but not at one of the other levels (either AA or AAA).
The core of the question is whether content should be not only accessible to someone who has a disability, but whether it should be accessible to that person on the device that he or she happens currently to be using. For a person in an industrialized country who is well endowed with resources, switching to a different device (e.g., from a mobile device to a desktop) may be merely inconvenient. However, I am concerned that for those who are economically under-privileged, especially in places where resources and services for people with disabilities are very limited, moving to a different device to access a Web application needed for work, education or daily living could truly be problematic. If this is the case, then the question becomes, how different are the two versions, and how hard is it to access the conforming version from the mobile device?
