Using these terms instead of making more precise claims about specific differences (screen size, more or fewer user interface elements on a page, differences in the information and functionality on offer in each case, etc.) makes this discussion far more confusing than it needs to be.

Some issues such as the adaptability of Web content to different display sizes may well be covered by WCAG 2.1 proposed success criteria. Other issues (such as having different versions of a Web site that present different information) take them outside the scope of the existing definition of "conforming alternate version" in WCAG 2.0. The analysis in terms of WCAG depends on exactly what differences are under discussion, and I would prefer much greater clarity in this area as this working group progresses toward defining new success criteria and guidelines.
