Rewording of proposed Success Criterion on dynamic and changes to content

Here's a proposed wording for the dynamic content Success Criterion on
dynamic content

*SC x.x.x.x Change of content:* For a change in content that conveys
information, or indicates an action was taken, programmatic notification is
provided, if the change does not immediately follow the control that
triggered the change. (Level AA)
