The timing was the Last Call Working Draft of the Understanding WCAG 2.0 published on 16 Jan 2014. I got a question from one of my clients at that time and sent the question to the working group because I was not sure on this issue. I think, in any cases, the rationale should be documented in Understanding/Techniques document whenever the working group responded to any public comment which is related to interpretation of SC. - Makoto
