Thanks Laura for those pointers. Yes browser-AT support is generally lagging but it does seem to work fine with Firefox and JAWS. The figure is exposed as a grouping element and the figcaption does correctly work as a label or legend for the figure element. The figcaption should not be regarded as the mechanism for providing text alt for an image within the figure or even when an image is its only content. This is the point of this thread or the question posed up top.
