Discussion about null alt text and pure decoration

I have created a discussion document about null alt text and pure
decoration in light of the new HTML5 section 4.7.1.1.8 and the EO
discussion of ambient images.

My suggestion is to update the Understanding 1.1.1 document to reflect the
concepts of Redundancy, Adjacency and Ambience found in HTML5 and EO's
guidance, so there is uniformity in all W3C guidance.
