Agreed on change to Understanding 1.4.3 applies to 1.4.6 also

I was implementing the changes agreed to on today's call and noticed that the same paragraph that we modified in 1.4.3 (Contrast minimum) exists verbatim in Understanding 1.4.6 (contrast enhanced).  As a result, I'm implementing the change to understanding 1.4.6 as well as the comment clearly applies to both SC.

If you'd like to see the change, look at https://www.w3.org/2006/02/lc-comments-tracker/35422/WD-UNDERSTANDING-WCAG20-20140724/2949 and at 1.4.3 and 1.4.6 to see where the change goes.  If you have concerns that this new language is ok for 1.4.3 but not appropriate for 1.4.6 please let me know and we can survey something to come to an agreement.
