Hi,

I have two questions for the working group.

Do you consider opening new window with a target blank on a link without 
prior notice to the user as a WCAG success criteria failure ? (example : 
<a href="http://www.w3c.org" target="_blank">w3c website</a>)

If yes to witch success criteria and level (A, AA, AAA ?)
