Understanding and Techniques being republished

FYI the Understanding and Techniques documents we published on March 11 
are being republished today. There are only two changes:

 1. Adding acknowledgements
 2. Correcting links to the quickref

These are purely editorial corrections so I did not cycle them through 
the Working Group, but they were deemed important enough to do the 
republishing. You should hardly notice this except that the date at the 
top of the docs will change.
