Aria labelledby on alt text

duplicated , doesn't fulfill other alt uses (displayed when images turned
off, missing etc)

html5 without alt attribute unless inside <figure> with caption wiki does
not mention

 <https://twitter.com/davidmacd> @davidmacd so for example the van gogh
image example would 'disappear' if the image failed to load or images turned
off
