This is our final call for public comments before intended publication as a Working Group Note. https://www.w3.org/2002/09/wbs/35422/Ultimate/ 2) Changes to Understanding, Techniques, and Quickref to clarify referencing WCAG issues It has come to the WAI's attention that some organizations are referencing WCAG 2.0 support materials, particularly techniques, in a more "normative" manner than the Working Group intended. The best opportunity to address this seemed to be by clarifying some of the introductory material. Therefore, the previous resolutions to publish Understanding and Techniques were put on hold while various WAI people worked on a proposal.
