Precedence rules for User Agents are given in http://www.w3.org/WAI/PF/aria-implementation/#mapping_additional.
In my opinion, a good starting point for authoring guidelines.

I think on all our aria techniques we need to explain what happens to other
labels etc, when we put an aria -labelledby, aria-label, or describedby...
for instance, what happens to the traditional label for= if that is used,
etc...
