In 'Understanding SC 1.4.1' , it says:
"Note: This should not in any way discourage the use of color on a page, or even color coding if it is redundant with other visual indication".
G183 seems to confuse issues here. Is it addressing minimum contrast requirements (a different SC) or fixing 'only color'   problem by providing additional cues?
If it is the former, then test 2 is sufficient. If it is the latter, then only test 3 and 4 apply.

I am referring primarily to step 3 and 4 in the test procedure of g183 - where a visual enhancement is required - would the "hand" constitute a visual enhancement for mouseover, and the outline an enhancement for focus?

"Colored text when color alone is used to convey information such as words that are links in a paragraph ..."
The role (link) of the element should be exposed and distinguishable (SC 4.1.2) and the focus should be visually determinable (SC 2.4.7).

Would the default browser behavior of changing the cursor to a hand on mouseover, coupled with the default browser behavior of outlining a focused link, coupled with the default browser color of blue for links (not focused), all be enough to satisfy 1.41. (g183) as visual cues for links? (thus eliminating the need for underlining focused or hovered links)
