<David> update on IPAD PDF accessibility... it reads text, but it does
not recognize Headings. I opened a PDF document that had heading tags...
it didn't recognize them in the browser version or the iBooks PDF reader.

<trackbot> Created ACTION-152 - Add class attribute to cross reference
links between guidelines, understanding, and techniques to support
special styling if desired [on Michael Cooper - due 2011-09-29].
<Loretta> We are concerned that this may complicate the visual
presentation and make the documents more difficult to read. IF we have
time, we will investigate adding a class to the mark-up so that this
type of styling could be investigated in the future.
*RESOLUTION: Accepted as amended*
