Techniques, Understanding, and Quickref updated

Updated versions of Understanding WCAG 2, WCAG 2 Techniques, and How to
Meet are posted:

The main update from the last announcement is the techniques are now
linked from Understanding and the Quick Reference. It is easiest to see
this in the diff-marked versions. I have a few questions that appear in
editorial notes and which I will detail in review questions a bit later.

There are still some editorial tasks to do - a few notes outstanding
from Wolf, a couple public comments still to process, and a number of
formatting issues with the generator that I hope to have mostly fixed by
Thursday. However, the content should be mostly complete. Therefore I
think it's ready to review with an eye to approving for public review.
