E-Ramp in Conjunction with Trace Research and Martyn Shaw created the Audio Contrast Analyser tool for Audacity recording software, to measure foreground speech against background noise as per SC 1.4.7. The tool checks to see if the background noise, whatever it may be, is at least 20 dBs less than the speech. The Audacity Audio Contrast Analyser is now non-modal, which means the dialogue box can remain open while the foreground speech and background audio noise are selected on the recording file. So I've updated the help file for it, which is online, linked from the Help button of the Audio Contrast Analyser Dialogue Box.
