Need help understanding an edit

Issue 2761 http://trace.wisc.edu/bugzilla_wcag/show_bug.cgi?id=2761 has
an edit to SCR35:

    @@ revise, "The action attribute of the enclosing form element
    submits the form to the server which has a script to perform the
    action.

I cannot figure out what text needs to be revised or what it needs to be
revised to.

Can anybody clarify this edit? If I don't get clarification in the next
few days, I'll just take this edit off the list, notwithstanding that a
response was already sent to the commenter.
