Updated techniques editors draft

An editors' draft of WCAG techniques is posted to:

The main difference from the previous is there are 5 Flash techniques
and 1 PDF technique added. There are a bunch of actions still pending,
but I wanted to get the URL out there so you could start taking a look
if you'd like.

Cross reference links to the guidelines and Understanding are probably
broken as I haven't posted drafts of those yet. There should be an
update of some sort before our next WG meeting.
