Do you mean the SC 4.1.1 should be changed to

... elements have complete start and end tags according to their 
specifications ...
?

Then it could be argued that the sample you provided does not meet SC 
4.1.1 because in XHTML 1.0 (see <http://www.w3.org/TR/xhtml1/#h-4.3>)

> Elements that are declared in the DTD as EMPTY can have an end tag or can use empty element shorthand (see Empty Elements).

together with the DTD where the input element is declared EMPTY.
