I refer to HTML techniques listed as sufficient to meet only SC 2.4.1: H69: Providing heading elements at the beginning of each section of content H50: Using structural elements to group links This would lead one to believe that using heading markup or list mark up will chiefly, or maybe, only allow one to skip blocks of content / links. In reality these techniques only expose structure to user agents /AT. User agents / AT take advantage of this markup and allow one to navigate efficiently. That is a feature of AT. H69 / H50 are sufficient techniques for SC 1.3.1 really. But that is not reflected in the techniques doc. I had previously sent in a comment stating H69 can be deleted as H42 is pretty much the same thing and it is linked to SC 1.3.1. H48 for using lists can include a statement that it can be used to group links too. Then H50 may be deleted. Both H42 and H48 can be additionally listed as sufficient techniques for SC 2.4.1.
