This is an interesting proposal, but it would mean that at Level A, no
audio or video is permitted unless there is a full-text alternative. A
captioned video would not satisfy 1.2.1 Media Non Blocking. We even
get a circularity with our exception for synchronized media that is an
alternative to text, since only such media is permitted!

This seems far more restrictive than requiring captions or audio
description. And since the levels build upon one another, at Level AA
we would be requiring captions and audio description in addition to
the full-text alternative of Level A.
