Suggested wording:
When a series of Web pages present sequential steps
that need to be completed in order to accomplish a
task (or an activity), conformance at a particular
level may be claimed only if all Web pages in the
series conform at that level.

Use of Bronze, Silver, Gold:
I suppose usage of these terms has been debated at
length. Yet it feels like one is aspiring for an
Olympic medal!
Personally I would be comfortable withLevel1, Level 2
and Level 3. (or Level-1 (Minimum), Level 2 (Medium)
and Level 3 (high)
