Split understanding document

Changes from last week's meeting are included in our internal drafts:

      <http://www.w3.org/WAI/GL/WCAG20/WD-UNDERSTANDING-WCAG20/>
    * WCAG 2.0 Techniques <http://www.w3.org/WAI/GL/WCAG20/WD-WCAG20-TECHS/>

The internal version of the quick reference is not updated yet.

A major change you will notice is that the Understanding document has 
now been broken up into atomic units, one page per success criterion 
plus a few others. Ben did most of the work on that and was preparing to 
post when he had to leave early. There are a few todos left on this but 
basically it is ready for feedback from the group. Please let me know of 
any technical problems you encounter, and discuss on the list any design 
suggestions.

Because the quick reference is not updated, most of the links to the 
Understanding documents from the quickref are broken. However, the WCAG 
draft now includes links directly to the appropriate Understanding 
document in addition to the quickref.
