Public comments and the new tracking system

The public comments have been entered into our new tracking system.
There are 324 comments, 262 non-editorial and 62 editorial.Time to
start drafting responses!

Editorial comments have been given a different severity from
non-editorial comments. We recommend making the non-editorial comments
higher priority, although it is certainly ok to work on the editorial
comments for a provision while you are working on the others.

We suggest that you assign issues to yourself when you are working on
them, to avoid duplicate work. Assign an issue by scrolling to the
radio buttons 3/4 of the way down the page, selecting your name from
the Reassign dropdown box, and selecting the Reassign radio button.

The process for drafting a response is:
- Fill in the proposed response in the Response to Reviewer field. If
there are edits to documents (or other actions), also add the
description to that field, starting with @@.
- Select Resolve issue from the radio buttons, with the resolution set
to Pending.

We've added a set of links to the main wiki page that will generate
useful reports for finding things to work on. These reports generate a
table labeled by GL or SC number, with a link to all the related
issues. Some particularly helpful reports are:

Non-editorial open comments - http://tinyurl.com/3c2azt

Please look through the issues and start generating proposed
responses. We will survey them for our Thursday meeting.

For our teleconference tomorrow, let's work on the comments for Principle 3:
