Thanks for your comments. But I'm still trying to figure out what SC 4.1.1 
means.

1) Does it mean that all (X)HTML documents must be well formed?

2) Does it meant that all (X)HTML documents must also validate?

3) It means something else which is...

Input from the WCAG authors is much appreciated.
