Overview: Summaries of discussion since 23 March

As mentioned in the agenda, I've been summarizing the primary issues, 
proposals, and comments made on the WCAG WG mailing list since Gregg 
sent, "Key results and recommendations from Face to Face" [1] on 23 
March.  The first step in the process isn't very pretty:  I summarized 
all of the comments by concept thread.  The result is an unordered list 
that (in some places) is nested 12 times (ick).  But, there was a lot to 
do and I wanted to get it out asap.  It's available at [2].

The next step was to sort through all those ideas and determine the 
issues and proposals that ought to be considered (hopefully at 
tomorrow's telecon).  The two primary threads are, "To set a baseline or 
not to set a baseline" (that is the question) and "How not setting a 
baseline effects techniques."

I will send two separate emails, one for each topic.  I will send the 
techniques summary next but I may not finish baseline until later 
tonight or early tomorrow (pacific u.s. time).
