[techs] Review of frame tests 31, 32, 33, 34, 35, 36, 167, and 101

As the Techniques Task Force courageously moves forward in our review of
test cases, Michael asked me to review eight tests related to frames.
Please note that the HTML techniques mentions that frames are
problematic. If we decide to reject any of these test cases, naturally
we will want to also remove the associated techniques. There are nine
open issues in Bugzilla relating to frames.

I've used Michael's format to make it easier for review.

There are two blank lines between each test. Also, I preface each test
with a keyword indicating what I think needs to be done: ACCEPT, REJECT,
MODIFY the test file, fix the TECHNIQUE, create a NEW test file, or
DISCUSS.

[ACCEPT] Test 31 [1] FRAME must have a title attribute.

      The test cases references Guideline 3.1 and the HTML techniques
references 2.4. Which is correct or are both correct?

[ACCEPT] Test 32 [2] FRAME must have a valid TITLE.
[NEW] Provide a meaningful name attribute to identify frames. [2a]

      The HTML technique [4a] for this is deprecated. Which raises a
question for another time, do we provide test cases for deprecated
items?
