draft technique for WCAG G4.2 L3 SC3 - my action item

Attached is an html file containing a draft general technique (my action 
item from Jan 12 WCAG Techniques teleconference).  Comments welcome.   I 
had some questions on the exercise as well, which are included in the 
file.  I wanted to get this out before the next scheduled
teleconference..
