I propose something along the following lines:
<proposed>
ALT text for images used as links must identify the link destination
using one or more words
</proposed>

Rationale:
"must describe" might seem to encourage verbose *descriptions* of pages
(The home page, which contains a wealth of information and links to
great resources yatta yatta yatta) instead of short words and or phrases
that help users find the content they're looking for.
