This is a good, concise explanation. A few minor comments:

Change "criteria" to "criterion" (this is an editorial error).

I would write "prescribes" rather than "doesn't prescribe" in the last
sentence, as this is clearer.

Somewhere in the document, most likely the conformance section, we
would need to include the definitions of the three categories of
success criteria, more or less as appears in Gregg's recent message
explaining the latest reorganization.
