Editorial note: definition of non-text content

Just listening to the June 16 working draft, and caught a reference to
"Checkpoint 5.4" in the definition of non-text content under checkpoint
1.1.  Since Checkpoint 5.4 no longer exists, we should update the
reference to reflect the current numbering.
