Why not split this into 2 sentences? WCAG 2.0 deliverables should be easier to understand and use than WCAG 1.0, They are intended for a wider audience, that now includes policy makers. rather than: WCAG 2.0 deliverables should be more understandable and usable by a > wider audience, including policy makers, than was anticipated for WCAG 1.0,
