Summary of discussion:
- Agreed on wording for R1 consensus item. Gregg took an action to publish 
to the list as well as update the Requirements docs.
- There were no further comments on the proposed reorganization of WCAG 2.0
- Discussed the conformance idea that came out of the F2F.  Discussed a 
variety of scenarios and things to be aware of in drafting a new 
conformance scheme. Draft of the scheme should be coming soon.
- Closed several issues on the open issues list.
