in 1.1 propose changing the comment (in the definition section) from " Depending on the purpose and content of the non-text content, a short label may be appropriate, or a more thorough explanation may be required." To " Note: Depending on the non-text content, a full text equivalent may not be possible. See criteria above." since the note would otherwise contradict the criteria since it poses a more general exception than is allowed by the criteria. This shouldn’t change the meaning or effect... but am posting in case someone thinks it does.
